1. What can your company provide for our Public Works Department?
The purpose of our program is to assist municipal and county public works agencies in the area of public works administration, by providing technical and public works administration services in the form of an extension of existing staff, or in some instances, in lieu of any staff. These services may be provided on an "as-needed", and in some cases, on a "shared services" basis with other municipalities.

2. Because of the budget crisis, we are being asked to merge with an adjacent agency-can you help us with that?
Modern technology, equipment and management capabilities make broader service areas possible and saving taxpayer money in the long term a reality. Change is difficult enough for humans and even tougher when it involves more than one governmental jurisdiction. We can provide an independent (biased only for good government), experienced, compassionate and professional analysis and facilitation of a merger between divisions or departments.

3.When you fill in as a temporary Director, do you provide additional services or do you just play the role of "caretaker?"
When we provide services as a temporary Director, we can make all the decisions and recommendations consistent with the governing charter, laws and/or ordinances, and the elected/appointed official's expectations. We also provide our client with a thorough analysis of the department's strengths and weaknesses with recommendations to overcome the weaknesses and improve upon the strengths. At the end of the temporary service our clients are in an excellent position to select the next permanent Director.

4.Can you help us select a new Director of Public Works?
We can provide an independent analysis of the strengths and weaknesses of a public works department. From this analysis our clients will have a better picture of the qualities and experience desirable in a new Director. We can of course provide assistance throughout the entire selection process.

5. Budgets are tighter now than they have ever been. How can you help us find more money?
All levels of government in the United States have been progressively getting more efficient and the "low hanging fruit" of waste, duplication and overlap are harder to find. Still new revenue saving/gaining opportunities continue to be present at the local, county, state, and national levels. Sterling & Associates have many direct experiences with saving-and generating new-money from their extensive professional municipal and consulting experience. In addition involvement as evaluators in the APWA accreditation program has exposed the associates to "best practices" throughout the country.
